Relaxation of declaration requirement

Relaxation of the declaration requirement on food packaging: what does that mean?
On 29 June 2022 the Swiss Federal Council decided on a temporary easing of declaration obligations on food packaging. This means that, on a temporary basis for the period to 31 December 2023, processed foods containing sunflower oil and sunflower lecithin may depart from the declaration requirement in order to safeguard the availability of foods and prevent food waste. The relaxation of the declaration requirement relates to substitutes for these ingredients. Food produced by 31 December 2023 and labelled in accordance with the requirements of this ordinance may be sold until stocks are used up. This will avoid the need to relabel or destroy these foods after 31 December 2023.
Important: Health-related information, such as allergens, will still be correctly provided on a sticker on the packaging. There will be no deviations with regard to this information.
Why has the decision been made to relax the declaration requirement?
The situation in Ukraine is causing delivery bottlenecks for sunflower oil and sunflower lecithin in the food industry; consequently, these ingredients are being substituted with other ingredients in some products. When this happens, the information on the packaging is no longer consistent with a food's actual properties.
Under the applicable laws, such foods must not be sold. However, it is costly and often not feasible to relabel these products at short notice. This means that the products can no longer be sold to consumers, leading to potential shortages of the products concerned. In this event, it would no longer be possible to guarantee adequate availability of those foods. Furthermore, food ingredients would have to be thrown away because the food can no longer be produced in accordance with the declaration on the packaging.
How can I tell which Coop own-label brand products deviate from the declaration?
These foods are identified by a round red sticker with the wording “Correct declaration of ingredients at: www.coop.ch/declaration” and a QR code. How can I tell which products on coop.ch deviate from the declaration?
The affected products on coop.ch display a “Note” with a link to this web page. We regularly update this page with products for which the information on the packaging differs from the ingredients in the product.
