Deseed and dice the peppers, place in a bowl. Finely chop the spring onions, add to the bowl. Add the meat, breadcrumbs, sultanas and salt. Knead well by hand until the ingredients form a compact mass.
To make up the kebabs
Divide the mixture into 12 portions, press onto the wooden skewers. Heat the oil in a frying pan. Cook the kebabs in batches for approx. 10 mins. on all sides, remove.
Vegetables and sauce
Using a peeler, peel the cucumber and carrots lengthwise into thin strips. Tear the mint, mix with the crème fraîche, season.
To fill the rolls
Slice the rolls lengthwise but do not cut all the way through. Fill the rolls with the vegetables, meat kebabs and sauce. Press the rolls together and remove the wooden skewers.
